According to the Philippine National Police, Southern Leyte, in 2009, the total crime volume in the province was 249, of which 140 were index crimes and 109 non-index crimes .
Among the index crimes, physical injury scored the highest (41 cases), followed by murder (31) robbery (30), rape (17), and homicide (12). The rest of the index crimes were below 10 cases—theft (6), cattle rustling (2), and carnapping (1).
Among the non-index crimes, illegal gambling had the most number of cases at 44. This was followed by others (18 cases), illegal drugs and illegal position of firearms (13 cases each), illegal fishing (12 cases), and illegal logging with 6 cases. The PNP–Southern Leyte reported a crime solution efficiency of 85.3 percent in 2009.
